In July 1988, after a new type of weapon of mass destruction was deployed in the Japanese Kanto region, World War III broke out. 31 years later – 2019. During preparations for next year's Olympic Games, glimpses of the glorious days of Neo-Tokyo, the megalopolis built on Tokyo Bay, can occasionally be seen.
Kaneda, the leader of a bōsōzoku motorcycle gang, leaves a devastating trail on his motorcycle through the desolate streets of Neo-Tokyo. One evening, Tetsuo, one of the gang members, collides with a peculiar test subject from a government experiment.
Dumbfounded, Kaneda and the gang watch as Tetsuo and the mysterious boy are taken to a military laboratory. In an attempt to save Tetsuo, Kaneda tries to infiltrate the military facility, where he discovers that Tetsuo has developed supernatural powers.
