Author Tommy Wieringa blocked an earlier film adaptation of his bestseller Joe Speedboat, but has placed his trust in the idiosyncratic director Sam de Jong (Prins, Met Mes).

After a bizarre accident leaves Fransje Hermans confined to a wheelchair, he seems doomed to spend his days in the sleepy village of Lomark. The accident has left him unable to move or speak, and with only one functioning arm, his life seems hopeless. However, that changes when the charismatic and reckless newcomer Joe Speedboat arrives and forms an unlikely friendship with Fransje. Will Joe help Fransje realise his passionate dreams and satisfy his desire for the enchanting PJ, or is he just another project for the adventure-seeking Joe?
